This organisation has been adopted within the framework defined by the convention establishing and organising EISMV (Dakar,1986)
Director
Administratively, the school is headed by a director responsible for running the school. He or she is appointed, by the Board of Ministers, among lecturers or higher staff members, under the provisions of the convention on the establishment and organisation of EISMV, for a five year renewable period.
The director is both Director and Lecturer.
The Director is assisted by:
- a Financial and Administrative Director
- a Studies Coordinator
- a Research and Development Coordinator
- an Internships and post-graduate training Coordinator

The Board of Directors
The Board of Directors makes decisions on administrative, financial and technical matters.
Composition
The Board is composed of ministers of member states or their duly authorized representatives, at the rate of one vote per state.
The following are statutory members of the Board with advisory status
a) the Secretary General of OCAM or his representative,
b) the Secretary General of CAMES or his representative
c) the Director of the school assisted by the Secretary-General
d) two representatives of the faculty staff:
- one for teachers and lecturers,
- one for senior lecturers and assistants, elected for two years by each of these two categories,
e) a representative of the administrative, technical and service personnel, elected for two years,
f) a student representative, elected by his / her peers for the duration of the academic year.
The Board may invite any person to its sessions because of their competence and qualification.
Presidency
A Chairman of the Board of Ministers is elected at the end of each regular session. Board chairmanship rotates between member states. However, the mandate of an elected chairman can be renewed once.
The Minister of Higher Education of the host country serves as Vice-Chairman of the Board of Ministers.
Meeting of the Board of Directors
The Board of Directors meets in regular session at least once a year in the host country, convened by its chairman. However, at the end of each regular session, the Board of Directors may decide to hold the next regular session in another Member State.
Upon request of the chairman or at the request of two thirds of the members, the Board of Ministers meets in special session at the school headquarters.
Role of the Board of Directors
The Board of Directors:
1) suggests to governments of participating states possible changes to the school’s statutes
2) approves, after consultation with each state, student quotas for each member state
3) approves accounts for the previous financial year and adopts the budget of the school. It establishes the allocation of costs between the relevant states, determines material rules and financing of training courses and various services provided by the school.
4) presents the Chairman with draft agreements to be concluded with other countries, and academic or professional inter-African and international bodies
5) determines technical assistance provided by the school to various member states
6) appoints the Director and the Secretary-General upon proposals from the governments of their countries of origin, terminates their functions and notifies Member States
7) adopts and amend school rules and procedures
8) handles final appeals on disciplinary measures
9) finalises, within the institution’s strategic plan, proposals concerning the organisation of studies
10) may call upon, as necessary, representatives of the States or outside agencies involved in or funding the school
11) appoints and dismisses, upon proposal of the Director, management personnel in accordance with their statutes
The school budget is supported by the States along a distribution method adopted by the Board of Ministers. In case of permanent closure of the school, the Board of Ministers shall determine the procedures for liquidation of assets and liabilities of the school.
Decisions of the Board of Directors
The deliberations of the Board are valid if two thirds of the members are present or duly represented.
If a quorum is not reached, a second meeting will take place within two months with the same agenda. During this meeting, decisions will be valid whatever the number of people present.
Decisions of the Board of Ministers are taken by absolute majority. In the event of a tie the Chairman shall have a casting vote.
The School Council
The School Council is an advisory body which monitors the quality of training and makes proposals pertaining to both pedagogical and strategic aspects of school life.
Composition
The School Council, chaired by the Director, includes:
- a veterinary surgeon designated by the host country
- two veterinary surgeons, representing the veterinary services of two member states (one per country), appointed by the Board of Directors
- Heads of departments
- two representatives of the administrative, technical and service staff, elected by their peers
- two student representatives elected by their peers
School Council mandates are of two years, except for student representatives who are renewed each year
School Council Meeting The School Council meets prior to Board of Ministers meeting with an agenda distributed to its members by the Chairman. The Chairman is required to convene the School Council upon pointed written request of two-thirds of its members.
Role of the School Council
"The School Council shall ensure the quality of training and graduation diploma.
It suggests pedagogical improvements, particularly as regards to recruitment and admissions, programme facilities, changes in training orientation, teaching organisation, research orientation and school regulations.
The School Council reviews Council of Teachers proposals pertaining to teacher’s recruitment and careers.
The Council reviews all issues relating to school life and all matters referred to it by the Board, the Director, the Council of Teachers, the Scientific Council, the Student Council and Administrative, Technical and Service Staff.”

The Council of Teachers
The composition, powers and functioning of the Council of teachers are determined by the statutes school rules and procedures.
